list keyword should be added/modifed.  Also, issue the list-owner command:

QUIET SET listname REPRO FOR *@*

Then alert all subscribers to this new option telling them  that they can
remove it if they prefer the old option by issuing the LISTSERV command:

SET listname NOREPRO
