Obviously your node isn't a backbone server, but you probably guessed
that. :-)  What this means is, your local postmaster has not volunteered
the local server to be part of the set of servers willing to accept
traffic not local to the node (ie, the backbone servers).  Even
non-backbone servers, though, know who has agreed to take traffic from
anyone for anyone; that's how they can refer you to the nearest backbone
server.
