There are two ways to update filelists that work:

1. Use GET XYZ FILELIST (CTL, update the file, and use PUT XYZ FILELIST
to update it. This is the recommended method.

2. Directly edit the file from LISTSERV's disk. This works, but is not
recommended are errors won't be identified until later, when you may
   not remember about the change.

There is a third way that does NOT work:

3. Obtain the file via GET without the CTL option and store it back on
LISTSERV 191 with COPYFILE or PUTC.

This is because the file LISTSERV returns when you send in a GET command
does not have some of the internal information like file access code
details and passwords. It also has a blurb added about standard FACs. The
blurb does not harm other than showing up twice, but the loss of the
internal information does.

The version with the *+ lines is the internal one. This is the version
you should store back to solve the problem.
