regarding the current ANSP problem i just have had some discussions
within the EARN Network Operations Group and especially with eric
thomas.
 
i will generate a VERS8911 NODUPD asap and update BITEARN NODES.
 
further on eric made the sugestion to make the updates more flexible.
currently we have the naming VERSyymm where mm stands for the month
the updates were made.
we could decide for the VERSyynn format where 'nn' would mean the
nn'th update of the year.
