Alternative # 1 -- mass mail them w/o knowing their specific address (if you are authorized to do so) using the LISTSERV alias setup for that purpose.  When you use that alias, probably do so w/ a BCC: with appropriate boilerplate at the beginning of the text e.g.,

To All list-owners hosted at institution-xyz:

You are receiving this email because blah*3 ...

Alternative # 2 -- for non-quiet owners of a specific list:

listname-REQUEST@host

(you'll get a confirmation message to approve the distribution).
