Web interface - errno=78

What is broken when this happens?  Listserv is running fine with no backlog. However, when I try to login through the web interface, I get the error

Error during command authentication

Error - unable to initiate communication with LISTSERV (errno=78). The server is probably not started.

We are running Listserv 18.d under AIX and Apache.  Only strange thing I see is two listserv orphans left over from last night.  I'll kill those and see what happens.
