Actually this is not necessary if you are the LISTSERV Site Maintainer.  You can
just look in the LISTSERV log file and find out what the confirmation cookie
code is that was sent, then return that code from the proper address and it will
work.  However the PWC ADD user@address password PW=createpw is much easier and
also limited to use by the Admin. so...
