If LISTSERV determines a weight to the "nearest" server, it
should use only hosts in the "service area", i.e. if another
service area LISTSERV would reject the subscription, the
subscription cannot be transferred to that.
 
An interesting point is: What, if all servers of a list exclude
a certain host, i.e when the service areas do not span the whole net.
