Although it has not happened recently, there have been times when fssm32.exe appears to be in a loop. Rebooting is the only way to cure the problem. You can kill the process and it will respawn with no harm done (the current scan just times out), but unfortunately it just happens again.

I think this started with 7.0 and it is rare, but indeed very annoying.
