Thanks to all for your responses. It turns out that the entry to create the list that we use (make list name=listname) had somehow got deleted. I guess besides that I was wondering why our template for an announce list stated "list is set up so that only people who are defined as editors may post to it". You don't need an editor. I understand that probably did no damage to have it defined for this list. Also the Send keyword was defined correctly as "Send= Owner".  Thanks for the input.

In addition to Wayne's excellent suggestion, make sure that these "owners" are also subscribers, and if they are, make sure they are not set to NOMAIL.  Owners do not automatically get list postings unless they are also subscribers.
