Changing PRIVATE to PUBLIC would allow anyone to fetch/
search the NOTEBOOKs ("Digest" means something else).
 
Once you do that, you somewhat negate the full strength
of REVIEW= PRIVATE since any posters who sent messages,
and are now archived, will be (re)view-able from there.
