Change the configuration from "Send= Editor,Hold" to "Send= Private".
Postings from non-subscribers
will be rejected; postings from subscribers who are set to REVIEW will
be forwarded to the moderator
(or primary editor, if there is no Moderator= statement) for approval;
postings from subscribers who
have been set to NOREVIEW by the list owner will be accepted and
distributed without moderator
approval.

No matter what other options you add to the statement, "Send= Editor"
will always cause postings from
non-subscribers to be forwarded to the moderator.
