pre-set personal preferences for new users?

Does anyone know if the defaults can be pre-set in personal preferences,
under "Preferences", on Listserv 15. I would like to change the default from
"BASIC MODE" to "Tutorial Mode" for all new 'Log In' users. Thanks.
