hidden postmasters

I am a little confused on the hidden postmaster. Is that someone who
has the authority to issue necessary commands and not get postmaster
mail (rejected stuff)? I would like to have the operator to have the
ability to shutdown LISTSERV - but not be involved in ANY other aspect
of LISTSERV.
