/LOCAL commands - where are they documented?

The documentation I have for LISTSERV is fairly old -
some parts as old as 1.5d!  Have all these documents
been updated?  Where can I get the latest versions?
 
Also, I have seen no mention of local commands anywhere
in the documentation.  I have been reading this discussion,
and I have seen some documented in a response to a HELP
command.  Where are all (or ANY) of the local commands documented?
