I don't think so, or at least not via SMTP.  The limitation is not on the
sending side but the receiving side (assuming all addreses are of the form
*@psu.edu).  Using LSMTP won't deliver the mail any faster since the speed will
be determined on the receiving end.

Not knowing anything about the details of your mail system architecture, the
only thing I can think of would be some trickery with a script that might
directly write what appears to be a mail file to everybody's mail spool,
bypassing SMTP entirely.

Web based email services usually have some NNTP-like method of broadcast email
where the server keeps only one copy of the actual message and places a special
link in everyone's mailbox that references the common message file.  But this
would probably require rebuilding your mail system.  A non-trivial project at
least.  ;-)
