Non-Peer sending list update jobs

Somehow lists  hosted at  RPICICGE made  it into  the global  database. I
found out  while checking  for duplicate lists  (remember ...).  Over the
month the duplicates dropped from 62 to 46 but today I found over 100. It
turned out that for every list on  RPIECS there is a corresponding one on
RPICICGE !!
RPICICGE is  not in the PEERS  NAMES. How did  the jobs make it  into the
LISTSERV network ?
