When a list owner on Internet GETs his list, it is sent in LPUNCH
format, which he then converts to normal format.  When he wants to
PUT his list, he then needs to convert from normal format to LPUNCH
and mail it back to LISTSERV.
 
Questions:
1.  Does anyone have a C/Pascal/Fortran program which converts to
    LPUNCH?
2.  Does LISTSERV accept LPUNCH format?
3.  If the answer is "no" to either of the above, how can the list
    owner update his list?
