HIPER 16E-010o: CONFIRM command may alter distribution options

The  CONFIRM command  processor  shipped with  release  1.6e contains  an
incorrect offset that  may cause the invoker's  list distribution options
to be  altered. HIPER fix 16E-010o  contains a version of  this EXEC with
the right offsets.
