No. And  if you could,  it wouldn't make  the 250+ other  LISTSERV's stop

No  it isn't,  it's something  LISTSERV generates  just for  the specific
purpose of  breaking ATTMAIL. Frankly, why  don't you try to  get ATTMAIL
fixed rather than attempting to lay the blame on LISTSERV?
