And to be a bit more detailed,

- The directory must be named in lower case under unix
- It must be owned by 'listserv' and 'listserv' must have at least r/w permission there
- Depending on your LISTSERV version,  you may have to either PUT the list header or restart LISTSERV to populate the directory.  If the REINDEX command is available you can use that instead.
