How about using the "Command Job Language Interpreter" (CJLI) feature
of LISTSERV, as described in LISTJOB MEMO (obtained by "INFO JOB")?
E.g.:
 
other stuff like imbedded duplicate headers, ignored
//somejob JOB options
whatever commands
//somejob EOJ
other stuff like .sigs and PROFS subjects, ignored
 
Command jobs are mentioned in LISTSERV MEMO (obtained by "INFO GENintro").
There is a particular reference to "INFO JOB" there.
