Colleagues, I'm please to report that I've found the source of my
problem.  In the site.cfg file, I changed the following line from a
relative URL to an absolute URL, as follows:

from

         WWW_ARCHIVE_CGI=/cgi-bin/wa.exe

to

         WWW_ARCHIVE_CGI=http://[myServerIP]/cgi-bin/wa.exq

where "[myServerIP]" is my server's IP address.

I am hard-pressed without further examination to discern exactly why this
change was necessary, but I'm pleased that the solution works.
