If  the  dates on  the  filelist  have  not  been updated,  LISTSERV  has
definitely  not sent  out  any AFD.  You're not  supposed  to "sneak  in"
updates by stopping LISTSERV, changing the CMS files corresponding to the
filelist files, and restarting it. It  could explicitly check for that at
startup, but  then that's exactly what  NETSERV does and NETSERV  takes 5
hours to start on the BITNIC machine.
