LISTSERV Under VM/XA 2.1 Not Talking to Users

I am migrating from VM/SP4 to VM/XA 2.1.  I just happened to fire up
LISTSERV during test time this morning and discovered that it won't
talk to me.  For instance, if I send the LIST command, I get no output,
but the console log from LISTSERV displays the command.  I so thoroughly
expected no problems with LISTSERV that I quite surprised.  Any hints?
