How is LISTSERV configured vis-a-vis outbound SMTP? Is it configured to
deliver messages to a local MTA for relay to other servers, or is it
configured to deliver directly to the SMTP service on the other servers?

In an earlier posting in this thread, I noted that we are delivering messages
to ~15,000 addresses in less than 2.5 minutes. LISTSERV/HPO 15.5 is configured
to submit messages directly to the SMTP service on two of our main mail servers,
using up to 10 concurrent connections per server. It was previously configured
to deliver to a local MTA, which then relayed the messages to the same servers. 
We saw a *SIGNIFICANT* reduction in delivery times when we changed the outbound
SMTP configuration on LISTSERV. Elapsed time from receipt of the message by
LISTSERV to delivery of the outbound messages by the LISTSERV SMTP workers
is approximately 2 seconds.

Previous configuration:
SMTP_FORWARD_1="10*localhost"
SMTP_FORWARD_2="10*localhost"

Current configuration:
SMTP_FORWARD_1="10*host1"
SMTP_FORWARD_2="10*host2"
