Disappearing FAC's in LISTSERV FILELIST

When we use LSVPUT to put up an updated LISTSERV FILELIST, and then
subsequently TELL LISTSERV INDEX, our new FAC's we've setup for 2 new
lists are not showing up in LISTSERV FILELIST even though they are
in the copy we are LSVPUTting over to LISTSERV.
 
Anybody have any ideas as to what we are doing wrong???  Thanks.
