The official procedure is to ask the administrator of the site which runs
your list,  who will  ask the EARN  office, who will  ask L-Soft  if they
don't know the answer.

The = sign is not special so I  don't see why this would fail, unless you
meant F= with a space before. I  have once seen an address like that, and
the "F=" bit is snatched away  by the command pre-processor. In that case
you have to use a wildcard, fortunately it is very rare.
