You'll probably get plenty of longer and more eloquent answers to your
question, but here's a brief overview:
(0) To any LISTSERV site you know of say:  INFO GENINTRO
(1) You'll need an existing LISTSERV site to agree to act as host for
    your list, or you'll need to install LISTSERV at your own site.
(2) There will be a person in charge of the LISTSERV at your host site
    --usually called a postmaster--who will have the authority to
    define new lists, acquaint you with standards and procedures for
    managing a list, distribute list owner-level documentation, and
    help you establish and manage the list.
I hope the above is helpful to you, and is not too elementary an answer.
If you're a LISTSERV subscriber already, I may be just telling you the
obvious.
