When I add a subscriber with an umlaut in his name to my list AMALGAM,
I can observe a special problem. I will give you an example:

I use the command

   add amalgam [log in to unmask] Hans Müller
                                              
in order to add the subscriber. Then, I use 'review amalgam', and I can
see the umlaut in the list:

   [log in to unmask]            Hans Müller [concealed]

But the message "You have been added to the AMALGAM list" which is sent to
the new subscriber does apparently not contain the umlaut in an acceptable
encoding scheme:

In this case, LISTSERV should use an "encoded-word" instead of the 8bit
character.

When an unencoded umlaut appears in a "To:" field, some SMTP Servers may
decide to discard such a message and therefore, umlauts should be embedded
in 'encoded-words'. But it appears to me that LISTSERV (1.8e) does not use
'encoded-words' in this case. Why?
