Well, maybe.  Depending upon whether this is a broadcast ("announce") list, you could have two lists (but one subscription base).  Both lists would have weekly distributions, but on different dates.  The person or persons who is/are authorized to post to the announce list would be instructed on which days to send their messages to either of the two lists.

In the more general case (uncontrolled), perhaps a mail redirector could be used and it selects to which of the two lists to send depending upon the day of the week.
