For monthly newsletter, I would suggest

Auto-Delete= Yes,Full-Auto,Delay(1),Max(1),Probe(10)
and
Change-Log= Yes

Your original message said "When I send the newsletter out from the 'Create a
mail-merge message...' template in the list management section, ..." which means
you are creating a list-based mail-merge message.  This kind of message will
bypass all the other List Header settings.
