Moving a list from 1.8a to 18.b VM site

I thought (maybe) we could GET the list from the 1.8a site, and
just add it here, and Listserv might miraculously convert the 1.8a
option encodings to the 1.8b format.  Well, it was worth a try...
but nope.  Is there any way we can preserve the subscribers settings
in this situation?
