It could be any one of a number of things:

1) the user is subscribed with personal distribution options other than SHORT

2) a mail forwarding loop exists and the number of RECEIVED: line headers
exceeds an SENDMAIL's threshold.

Contact the postmaster at the site.  If that also loops, look for other
MX hosts, or higher level domains.  Sometimes finding related hostnames
for the authoritative DNSes provide additional avenues of
pursuit/notification.
