Partially.  If they send HTML formatted email, you should get clickable
links.  Most mail clients will also make a link out of anything that looks
like a link such as http://google.com  I typed that address by hand, and I
am sending messsages to LSTSRV-L as plain text.  Did it come trough as a
link?

Every once in a while, I get URLs that are not converted to link, but I
have not found a cause for that.  I believe it has something to do with how
the message was created, or encoded for transmission.
