Is there a List owner that could help me with this?

I would like to start up a LISTSERV List that deals with issues of
Children/Youth and Children's Rights, specifically, onto which all would
be welcome, whether educator, politition, businessman, student, or
child.

However, I am running under VMS, which doesn't support the LISTSERV
software. And setting up a Digest was next to impossible.

What I would like is for someone to help me set up a LISTSERV on
a VM System. Remote Access would be nice, but, barring that,
I'd just be happy to have this List set up somewhere, and possibly to
have an alias account that would bounce the List-Manager's Mail to
me. I'm even perfectly willing to have an interested supporter be
a Partner in the management of this list. Anything, just as long as
a Children's Rights List can be set up. It is something that is rather
important to me, and it would help me to clear up my own thoughts,
feelings, and ideas, as well as exposing people to an idea that they
may have never considered before. For example, did you know that, in
this United States of America, a 16-year old, a 6-year old, and a
6 month old child all have approximately the same rights? That, under
a vast majority of the Law, they are considered the same?

If anyone reading this can help in any way, shape or form, in setting
up and continuing the list, please do so...

Question: Why are there no Blue M&M's?
