The LIST-ID keyword, like all the other keywords, should not be quoted. That
is, if you want to define an id of SUPERCOMPUTER, you should code:
 
* List-ID= SUPERCOMPUTER
 
not:
 
* List-ID= 'SUPERCOMPUTER'
