I suspect you accidentally created a Unicode file :-)

There are two ways. You can put a full pathname where the '.A' goes. This
is the most generic  but you will have to change the  catalog if you ever
relocate the directory. Another method is  to pick an unused letter (A-D,
S, Y and Z are reserved, the rest is free) and define it in SITE.CFG with
something like:
 
.SD F C:\BLAH\BLAH
 
Then you use 'F' in SITE.CATALOG in the same way you used 'A'.
