How have you verified this?  The original error message that you posted to
this list showed in the Internet header:

[...]
>To: [log in to unmask]
[...]

If the application really is addressing it to owner-listname@ then LISTSERV
is behaving correctly by forwarding it to the Owner(s) for action.  In this
case the fix would be to change the way the e-mail is being addressed.
