The most obvious way to rename a list is to create a list with the new
name and the old subscribers, then delete the old list.  The trickiest
part would be convincing the submittors to send to the new name, in the
general case, but if this a local-staff-only list that shouldn't be too
difficult.  Also, subscribers having the list name in NAMES files would
have to change it individually.
