If I  have understood well when  a new list  is created all the  LISTSERVs are
notified and  add the  list to  their file. If  we have  a list  that contains
service keywords in the header then why should every LISTSERV know that list ?
 
I ask this because one LISTSERV  will forward the subscription request and the
other will reply that I am out of service area.
