A Filter= list keyword, or FILTER_ALSO and TRAPIN in the site
configuration will capture both list posts and admin mail but they
generate a response.  This is normal behaviour.

Try the Blacklist feature that was introduced in 14.3 and is also
available in 14.4.  This could effectively do what you're asking on it's
own, or you can hook it into an external spam filter with SPAM_EXIT.

Another alternative is a CONTENT_FILTER.  One of the actions is 'DISCARD'
that tells LISTSERV not to process the e-mail any further.  Note, however,
that this will only stop list posts, e-mails sent to the admin address
(LISTSERV@...) are not covered.  Chapter 7.18 of the Site Manager's Manual
discusses content filters

Blacklist is probably your best choice at this point.
