There is no direct way to prevent use of attachements.  The indirect way to
do so is to limit overall message size with the  * Sizelim= nn line in the
list header.  this limits overall messge size, including headers and any
attachements.  You don't really want it under 100 or nobody can post very
much at all.  Start with 250 and adjust up or down as necessary.
