1.8e upgrade web problems

I just completed an upgrade to 1.8e on win2k and now the web links don't
show anything. When viewing the resulting html:

notice the html comment tag. there isn't another matching one and it is
causing the html not to show. Any ideas how or where this would have come
from. We haven't really utilized the web interface (no changes)...
