I wonder if the code makes the "not a subscriber" test before doing the SQL
query?  Remember, you want to do the query at the time of the post, as the
backing SQL database could change in the next 15 mins.  So if you defer the
query till when you actually post, the source isn't in the list of subscribers
that you haven't retried yet, so it gets to wait for 15 mins.....
