If you have a Unix machine handy, here's how to do it:
 
1) set up a mail alias (assuming you have sendmail, MMDF people:
??) that pipes incoming mail through inews for the appropriate
group in your alias tables.
 
2) get newsgate (available from Ohio State, I think) running.
 
3) create the newsgroup.
 
4) get the alias added to SAS-L by your friendly neighborhood
LISTSERV postmaster or NAD.
 
Presto, instant newsgroup.
 
I don't know of an easy way under CMS.
