        Actually, I think the instructors can't be owners at all, or they
could use GET CLASS LIST and see all addresses (and names, if recorded).

        Perhaps explain to the university administration that they must
hire lists/10 new people to be list owners (you don't want to
*underestimate* the workload, obviously), and you can't implement their
requirements until they give you the staffing?? :)
