missing files (LISTFOWN and others)

Eric, I'd like to suggest that you create dummy files for each of the
MEMO's that you reference elsewhere but haven't yet been written. You
can either say 'This file not yet written' or 'Information available in
other file' or something, but at least people won't have to wonder if
they are missing a file.
