Perhaps a STANDBY command would be a better solution. When I think of OFFLINE,
I would expect the server to be dead/unavailable -- ie. the standard IBM
definition of off line. Putting the server in STANDBY mode would still allow
processing of files -- essentially the same code that OFFLINE state uses now.
In OFFLINE state, the server would only be revivable via MSG or manual
intervention. STANDBY could be activated via MAIL, file, MSG, or manual
intervention.
It seems like a more usable abstraction, even though it does introduce
*another* LISTSERV command...8-).
