You got the module from me.  One of the little interesting?  things about the
move from HPO5 from other releases that we noticed was that all of our files
restored by SPTAPE were placed in USER hold, just as all of your files are.
 
Your problem should go away if you change all of LISTSERVs RDR files to
nohold.
